Of all of Elden Ring's fancy legendary armaments, the Devourer's Scepter may be the easiest to find early on. That could be great news if you've gone all in on a strength/faith build, but if not, you probably won't be able to do much with it in the early game.

Its weapon skill, Devourer of Worlds, charges the scepter with magic and strikes it against the ground to steal the HP of all nearby enemies.
Where can he find the devourer’s Scepter?
The first way to get the Devourers’ Scepter is to kill a normal NPC: the Knight Bernahl. If you were like me, you might have just called him the “Warmaster” at the moment, since he is living in the Warmastershack in Limgrave before starting the game. He sells a bunch of the War’s special for getting your feet wet with the combat, but don’t worry if you buy him, by turning in his bell bearing at the roundtable.
Take Bernahl down at the shack and you'll get the full Beast Champion armor set he's wearing and the scepter. That's option one, the easy way, but if you progress too far in the game Bernahl will disappear from the shack and move on to the Volcano Manor in the northwest of the map.
Fighting Recusant Bernahl is probably a longer road to a skeptical, but it’s a normal, sometimes indefinite way. It’s cool to beat that of the Warmaster, but this isn’t like having my scrawny wizard carry it. Apart from the Swole stats, the Scepter of Devourer is an excellent addition to the growing collection of legendary weapons.
